Hope and Cleo sinking to their death in the quicksand call for help. Hook hears them and with the aid of a grapevine pulls them safely to the bank. Mahlin and Satsuma are thus foiled in their attempt on the lives of Hope and Cleo. Olga and Morton, who are being pursued by the police for the theft of Smith's aeroplane, hide the machine in among the trees and escape. Hope, Cleo and Hook start back to the city. The mountains where these events have been happening have been infested by bandits. The cowboys of the Bar X ranch are in pursuit of them. They capture one and promptly lynch him. They continue their pursuit after the bandits but accidently wound Olga, who with Morton has heard the noise of the chase, and fearing they are the objects of it have been hiding in the brush. The cowboys take the wounded Olga and Morton to the ranch house.
Hope back in the city receives a telegram from the U.S. Naval Board congratulating him upon his success in obtaining the key to the secret of the submarine. And now that Hope and Cleo have the Philosophy, the book that they now know contains the secret. Romero tells them that he had taken the book with him on a hunting trip and lost it in the mountains. Hope and Cleo realize that the secret is forever lost. Hope consoles Cleo with the thought that it was through the hunt for the secret that they had learned to love each other and he would rather have her than have succeeded in obtaining the secret. They decide to marry immediately.
Mahlin and Satsuma have been ordered by the Black Council, representing the secret service of their governments, to report the reason for their failure to obtain the secret of the submarine. They attend the meeting and are threatened with death unless they obtain the secret within four weeks. Hook buys a parrot as a wedding present for Cleo and gets into serious trouble.
In Washington, a special meeting of the Naval Board is being held to discuss the situation arising between U.S. and a foreign government which is liable to lead to war. They congratualate themselves, however, that in a few weeks Lieut. Hope will have obtained the secret of the submarine, which will enable them to successfully protect themselves against an attack from any other country. As they are congratulating each other on the country safety, a telegram is handed to them from Lieut. Hope, stating that the book with the secret has been lost. Confusion reigns and the country faces the most dangerous situation since the days of the Civil War.
Cleo is preparing for her marriage to Hope on the morrow. While Hope has just received a letter from Inez Machlin, imploring him to marry her, as the fact has become known that they spent the night in a shack alone in the mountains, and Inez's honor is at stake.
